Position SummaryThe Director of Gas Engineering provides direction, oversight and management of employees performing design and engineering functions. The oversight includes data gathering, engineering calculations and analysis, gas GIS and records, design and layout of facilities, the development of proposals for gas service, and communicating and meeting with customers, other CoServ personnel, contractors, consulting engineers and state and local government agencies. The Director of Gas Engineering oversees the development, preparation and maintenance of engineering and construction specifications and standards. This position oversees QA/QC of as-built technical records for completed gas infrastructure.Primary Position Responsibilities--- Ensures engineering design functions are performed in a safe, efficient, and effective manner in accordance with standard utility practice, good engineering principles, applicable codes and regulations, and the rules and policies of CoServ.--- Oversees the development, preparation, and maintenance of construction standards and specifications, material specifications and standards.--- Oversees the design of city gate and regulator stations, laterals, main, service lines and metering, corrosion protection, and related facilities.--- Directs the creation of engineering drawings and effectively communicate design details to field personnel and contractors.--- Oversees system analysis for future growth and other variables during the design process.--- Coordinates work with Accounting Department in matters that affect scheduling and proper accounting for projects.--- Provides management and oversight for preparation of engineering studies, including but not limited to:o Annual Construction Work Plan, including growth projections, load forecasts, recommended solutions, cost estimates for capital budgets, and a written report.o Long range system studies.o Future capacity requirement studies.o Economic analysis of projects.--- Interfaces with, provides support for, and coordinates with pipelines serving CoServ Gas on planning and construction of transmission and City Gate projects for CoServ's system.--- Manages professional engineering contractors which may be utilized in the engineering of certain projects.--- Oversees the creation and maintenance of the gas GIS and records.--- Works in conjunction with CoServ's legal representatives, performs the management and oversight of CoServ's Real Estate & Right-of-Way activities such as acquisition, release, or defining of easements.--- Provides written responses and engineering testimony and verbal testimony for legal or regulatory activities.--- Reviews completed work orders and cost data to assure conformance with plans and acceptability of construction charges.--- Oversees field investigations involving public contact for acquiring right of way, permits, and route evaluation for gas main and other work.--- Provides direction involving plans for company technology initiatives such as SCADA, Electronic Flow Metering, Distribution Automation and Communications Infrastructure.--- Complies with CoServ corporate business and legal policies.--- Complies with established CoServ Gas safety and operating rules, procedures, and guidelines. Responsible for reporting unsafe practices to a supervisor.--- Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines. Responsible for reporting suspected information security incidents to Tech Support.Secondary Position Responsibilities--- Attends regularly scheduled safety meetings.--- Attends professional development conferences, seminars and workshops as directed.--- Communicates with all associates, including developers and CoServ staff, in a timely and professional manner.--- Attends Business Development and/or Developer appointments as required.--- Assures that all safety precautions, procedures and rules are followed.--- Maintains company provided tools and equipment in proper working condition.--- Personally, responsible for adhering to the rules in the Employee Safety Handbook, Employee Handbook and other rules and requirements established by the Company.--- Stays informed concerning all development activities within the CoServ Gas area of interest.--- Attends yearly CPR and emergency first aid training.--- Performs other duties and activities as directed.Supervisory Responsibilities--- Assures employees understand the hazards associated with the work to be performed, safety rules that apply and the proper procedures to perform their work safely.--- Directs design and engineering staff.--- Ensure subordinates adhere to the CoServ Employee Safety Handbook, CoServ Gas Employee Handbook, and other rules and requirements established by the Company.--- Communicates Company policies to employees.--- Provides employee development opportunities.--- Directly supervises key staff positions.Position RequirementsEducation and Certifications Required--- High School Diploma or G.E.D equivalency.--- Four (4) year degree in Gas Engineering or relevant engineering field.--- Registered Professional Engineer in the State of Texas or ability to become licensed in Texas.Experience Required--- Ten (10) years in natural gas utility operations or engineering.--- Working Knowledge of 49 CFR Parts 191, 192 and 199.Experience Preferred--- Working knowledge of 49 CFR 192 & 16 TAC Part 1 relating to pipeline safety regulations.--- Knowledge & Experience using ESRI and ARC FM mapping software.--- Knowledge & Experience using Synergee modeling software.--- Knowledge & Experience in environmental regulations applicable to natural gas pipeline industry.--- Natural gas distribution and transmission SCADA and related data technology experience.Skills and Abilities Required--- Ability to travel, when necessary for business and training.--- Ability to work flexible or extended hours as needed or directed--- Must communicate well with Developers, Customers and Employees regarding issues relating to the natural gas service provided by CoServ Gas.--- Ability to work in an office and field environment.--- Skill in developing and delivering oral and written presentations.--- Ability to work both independently, with minimal supervision as well as in teams.--- Ability to work under strict deadlines and solve problems effectively.--- Ability to prioritize and manage multiple tasks.--- Must develop a working knowledge of Company's service area, distribution system, and system construction.--- Must develop a working knowledge of Company's tariff policies, rules, regulations and procedures.--- Have basic skills in the operation and functions of computers including, but not limited to, Windows applications, Excel, Word, Outlook and Internet Explorer.--- Have basic skills or acquire basic skills in AutoCAD.Physical Requirement--- Mainly works indoors, office setting, uses calculator, copier and computer.--- Operates office equipment such as a computer, telephone, fax machine, copier, etc.--- Ability to lift a minimum of 25 pounds.--- Ability to drive occasionally.--- Ability to sit for long periods of time.--- Works both in the office and outdoors.--- Works in areas with possible exposure to poison oak, poison ivy, and insect stings.Other Requirements--- Must have and maintain a valid Texas Driver's License.
