This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will serve as Supervisory Emergency Management Specialist for the Office of Response and Recovery, Recovery Directorate, Individual Assistance Division, Individuals and Households Branch, Disaster Housing Unit. This team coordinates the development, approval, and implementation of disaster housing programs, including direct housing assistance, and drives continuous improvement in our Nation's capabilities to plan for and provide temporary housing following catastrophic disasters. The ideal candidate will demonstrate experience managing disaster housing programs, have strong communication skills with demonstrated experience developing concise well-written products summarizing complex, technical problems and be able to provide clear, fact-based recommendations for conclusions. They will also demonstrate experience managing complex projects with diverse stakeholders and be able to apply project management best principles to establish realistic and achievable milestones and deliver results. Typical assignments include the following:


  • Supervising a team of disaster housing subject matter experts, providing administrative and technical supervision necessary for management functions relative to the staff supervised;
  • Establishing guidelines and performance expectations for staff through the formal employee performance management system, making performance observations, and periodic evaluations;
  • Performing substantive disaster housing mission work and providing expert advice on complex recovery issues to high-ranking and professional FEMA staff in the Headquarters and Regional Offices;
  • Developing and implementing emergency management standards, regulations, practices, training, contractual capabilities, and procedures for disaster housing programs and services;
  • Managing significant portions of nation-wide recovery projects for FEMA and is responsible for ensuring the efficient and effective execution of all phases within disaster housing operations

    Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee's ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.

    The qualification requirements listed below must be met within 30 days of the closing date of the announcement.

    You qualify for this position at the IC-13 level (starting salary $98,336) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-12) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:

    • Leading or managing a team of employees to achieve operational goals; and
    • Presenting recommendations and guidance to internal and external stakeholders on complex controversial subject matters; and
    • Analyzing organizational data to develop, implement, or improve operational policies and procedures.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
