Manager I
The Unit Director manages and coordinates the residential services in the unit to ensure active treatment, health, safety and the development of personal goals for the individuals residing in the unit. Directly supervises Home Supervisors/Managers; ensures unit staffing requirements are consistently met. Monitors unit programs to ensure quality training is provided consistent with Intermediate Care Facility/ Individuals with Intellectual Disability (ICF/IID). Completion of job duties requires the ability to be creative and use innovative techniques, address new issues using available resources, adapt to changing client populations and needs, and develop strategies of a complex nature. Decisions are varied and situation-specific, but based on broad principles and guidelines. Works under moderate supervision with extensive latitude for use of initiative and independent judgment. The Unit Director works under the supervision of the Director of Residential Services (DRS) or Assistant Director of Programs (ADOP), in accordance with organizational chart Essential Job Functions:
1. Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
2. Leads Unit Management Team in the provision of quality services to enhance the quality of life of the residents of the Unit.
3. Ensures ongoing and respectful interaction between the staff and the residents.
4. Guides Home Supervisors/Managers in conflict resolution techniques between the staff members.
5. Guides Home Supervisors/Managers in the coordination of both day and night services at each home.
6. Guides all unit managers in the prompt and thorough investigation of unusual incidents, conduct and performance problems within 10 days of identification of the problem (unless extension is approved), taking immediate preventive actions as needed.
7. Ensures completion of Monthly Monitoring Schedule.
8. Ensures timely and proper training of staff members.
9. Ensures proper management and supervision of staff and their assigned duties to ensure that residents are free from physical and emotional harm.
10. Ensures that problems identified by Quality Assurance/ Safety/QAQI are responded to promptly.
11. Ensures proper procedures are followed in Abuse & Neglect investigations, and follow-up is completed in a timely manner for any administrative concerns identified in such investigations.
12. Ensures proper staffing levels and coverage are available in each program site and home to assure the safety and well-being of residents.
13. Communicates problems to Director of Residential Services/ADOP to facilitate prompt and effective problem-resolution.
14. Ensures unit staffing and coverage meeting is held, and that proper coverage is maintained.
15. Attends, facilitates, and advises on the Residential Department Implementation of daily, unit meetings.
16. Attends, actively participates in, and follows up with issues generated from a wide array of meetings, work groups, activities and task forces related to residential services, including, but not limited to the Critical Incident Team (CIT) and Incident Management Review Team (IMRT).
17. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
18. Hires, trains and develops staff.
Knowledge Skills Abilities:
Ability to read, analyze and interpret common scientific and technical journals and legal documents. Ability to respond to common inquiries or complaints from residents, regulatory agencies or persons from other outside agencies and businesses.
Ability to effectively present information to top management, public groups and/or other organizations. Ability to define problems, collect data, establish facts, conduct a root cause analysis, and draw valid conclusions.
Skills in identifying measures or indicators of program performance.
Ability to perform the functions of this job through daily use of a computer.
Knowledge of, or ability to research and develop knowledge of, Texas Administrative Code, HHSC policies and procedures related to State Supported Living Centers, the Department of Justice Settlement Agreement, and Life Safety Code.
Registration or Licensure Requirements:
None Initial Selection Criteria:
Bachelor's degree from an accredited college or university in a management, human services or a related field; and
Two (2) years of experience working with people with intellectual and developmental disabilities in a residential setting, at least one of which includes primary duties of leading, directing and/or managing multiple staff members;
OR
Four (4) years of experience working with people with intellectual and developmental disabilities in a residential setting, at least one of which includes primary duties of leading, directing and/or managing multiple staff members.
Additional Information:
The salary offered will follow HHS starting salary guidelines which are typically made at or near the minimum of the salary range.

All State Supported Living Center employees are subject to random drug testing.

Flexibility in work hours is required for this position. The position may be required to work overtime and/or extended hours.
