Manager, Engineer Services
GENERAL DESCRIPTION OR PURPOSE OF JOB:
Plans and directs activities related to design, construction,
modification and maintenance of equipment, machinery and facilities
in a manufacturing plant. Establishes standards and policies for
pollution control, installation, modification, quality control,
testing, operating procedure, inspection and maintenance of
equipment according to engineering principles and safety
regulations. Oversees preparation of bid sheets and contracts for
construction. Supervises staff engaged in maintenance of plant
buildings. Coordinates requirements for new designs, surveys and
maintenance schedules for equipment and machinery.
Environmental Compliance Responsibilities
Provide oversight to ensure compliance with all Federal, State, and
Local regulations to include:
Semi-Annual monitoring of wastewater treatment discharges to local
POTW. Ensure compliance with discharge parameters established in
City Discharge Permit.
Ensure operation and functionality of all water treatment
systems.
Effectively manage hazardous waste generation, storage and
disposal.
Maintain required training for EPA/TCEQ requirements for hazardous
waste management.
Complete all required compliance reports to include:
Tier II
Hazardous Waste Summary
Water Use Survey
Toxic Release Inventory
Complete and maintain all necessary documentation/record keeping
for hazardous waste treatment, storage, disposal, inspections, and
shipping.
Must be able to work with STEERS reporting system.
Maintain all environmental permits including storm water and waste
water discharge.
Performance Expectations
Establish goals and priorities for department personnel with a
dedicated focus upon world class maintenance operation to
include:
Optimization of CMMS to improve maintenance effectiveness and
efficiency
Establish and maintain an effective preventive maintenance
system.
Identify and troubleshoot causes for equipment failure with
ultimate goal of reducing overall unplanned equipment downtime to
less than 5%.
Monitor and communicate department metrics to team.
Work with production personnel to drive a TPM culture.
Work with senior management to identify and prioritize capital
projects. Lead team for timely and effective completion of
projects.
Responsible to actively identify and pursue opportunities for
annual cost improvement plan targets (CIPs).
Work with Human Resources and Safety Team to ensure a culture of
safety and compliance of OSHA regulations.

waste, water, wastewater, storm water, groundwater, spill and
remediation projects and issues. Leads "green" initiatives for the

Directs and coordinates the movement and/or modification of
equipment and lines to best support production.

Develops, revises and implements PPMs, maintenance schedules,
lock/out tag/out procedures and other required
maintenance/facilities documentation.

Effectively manage maintenance budget including labor, critical
spares, repairs, environmental compliance and professional
services.

Coordinates all contract maintenance, construction or upkeep of the
facility, machinery and property.

SUPERVISORY RESPONSIBILITIES - In any job with supervisory
responsibilities, the following are an explicit part of the

Participate in decisions related to the selection, promotion,
transfer, pay and discipline of assigned personnel.
Clearly communicate job duties and responsibilities to enable
individuals to proceed with certainty in the performance of their
positions.
Monitor the work performance of assigned personnel on a continual
basis; conduct effective performance reviews; take corrective
action whenever necessary and, where necessary, work with HR
Generalists to establish performance improvement plans.
Support the development of assigned personnel's skills and
abilities, and demonstrate by personal example the desired
standards of conduct (Jostens values) and work performance.
Identify and resolve skill gaps and succession issues.
Administer Company policies with regard to discipline, absenteeism,
etc., in a fair and equitable manner, and fully document all
incidents and actions taken.
Involve assigned HR Generalist on compliance issues such as pay
equity, equal opportunity in hiring and promotions, and proper
procedures for hiring, terminations, lay-offs, etc.
JOB REQUIREMENTS/SPECIFICATIONS: Note that (i) computer literacy
and working-level skill with the basic MS Office suite (Word,
Excel, Outlook, Explorer), (ii) good verbal and written
communication skills, (iii) good interpersonal skills, and (iv) the
ability to work well both individually and in a team environment
are default requirements for all Jostens exempt and salaried
nonexempt employees.
Required:
B.A. in Industrial Engineering preferred
5-7 years related work experience in managing facility
maintenance
Knowledge of various building permits and licenses required.
Knowledge and experience with HVAC, electrical, and maintenance for
equipment
Knowledge and familiarity with environmental requirements, waste
streams and "green" initiatives
Excellent communication skills (written and oral)
Previous Lean Manufacturing experience a plus
Knowledge of safety requirements such as OSHA and other State and
Federal Mandates
Knowledge of AutoCad a plus
Typical/expected % of overnight travel: Some travel may be required
(
