EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will support the external affairs director to maintain day to day operations by supervising regional external affairs staff and reservist cadre, to include recruiting and managing staff, establishing an open environment and an accessible structure that contributes to overall staff development and optimal productivity. Typical assignments include:


  • Providing expert, technical and managerial advice and support to the external affairs director for the development of a comprehensive regional communications strategy in support of regional and agency-wide initiatives.
  • Developing and maintaining relationships with high-ranking officials and executives of related stakeholder organizations and associations, as well as supporting the agency's National and Regional Advisory Committees as required.
  • Designing, implementing and evaluating proactive strategies to communicate the agency's mission and programs to agency partners and advising agency leadership on policy formulation based on external affairs insights.
  • Developing, overseeing and maintaining operational readiness for Emergency Support Function 15 in the region and field offices, serving as one of the region's most senior external affairs advisors to disaster preparedness, response and recovery activities.
  • Developing the public affairs, congressional, intergovernmental, and outreach portions of the Regional Supplement to the National Response Framework and participating in training and exercise activities designed to test, evaluate and/or improve the framework.
  • Formulating agency programs, policies and procedures as they pertain to external affairs issues to ensure consistent and coordinated operations and approaches across the external affairs structure.
  • Formulating the agency as a primary liaison with congressional, tribal, federal, state and local government officials, media, private sector and related stakeholder organizations and associations, as well as on relevant task forces, work groups, councils, and committees.

    The qualification requirements listed below must be met within 30 days of the closing date of this announcement.

    You qualify for this position at the GS-14 level (starting salary $116,203) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-13) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:

    • Establishing and managing public information and external engagement strategies within an emergency management setting, AND
    • Collaborating with the media, AND
    • Managing and supervising staff and overseeing program execution, AND
    • Collaborating with key stakeholders in at least three of the following areas:


      • (a.) State and local officials
      • (b.) Tribal
      • (c.) Congressional Offices
      • (d.) Private Sector

        Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
