Responsible for managing the activities of the Engineering Division of Public Works including managing the in-house design of drainage, water, wastewater, and streets engineering projects, assist in Development review projects as needed and manage the Traffic Engineering functions and manages the Stormwater Engineering functions. Provides direction and oversight to the Division's Engineering staff. The Deputy City Engineer reports to the Director of Capital Projects/City Engineer and serves as the acting City Engineer in the City Engineer's absence.

Essential Functions

* Demonstrates exceptional leadership skills and a proven track record of conveying organizational vision and delivering quality results. Performs supervisory duties over Engineering staff, which includes employee recruitment, selection, training, counseling, evaluating, discipline, and termination * Establishes a work environment and culture that promotes teamwork, fosters accountability, and helps take a talented City Workforce to the next performance level. * Articulates clear expectations and goals for divisions, work groups, and individual staff. Establishes performance measures and delivers high level results by mentoring, coaching, and developing his/her workforce. * Analyzes and evaluates the performance of his/her operations and staff. Works closely with the City Engineer, General Manager of Public Works, Deputy Director of Capital Projects, and City Manager's Office to provide reports demonstrating departmental performance and status of Engineering projects. * Effectively communicates with all levels of staff, community stakeholders, and members of the Mobility Committee, Committee on Persons with Disabilities, Traffic Safety Commission, the City Council, and key regional partners. Demonstrates the ability to communicate complex issues in a straightforward manner through all communication mediums. * Performs the role of the Deputy City Engineer and carries out all the assigned duties and responsibilities as described in the City's municipal code and ordinances. * Develops program-wide budgets, project planning, and strategic planning for the Engineering Division * Manages the in-house engineering design functions of public works and utility projects from planning to design and final closeout. * Manages the Traffic Engineering functions including the design of sidewalk, bike path and traffic signals * Manages the Stormwater Engineering functions including the administering of the Floodplain Ordinance and the Certified Floodplain Manager position * Aids in the development and administration of budget for Engineering Division * Addresses Engineering related concerns which require excellent interpersonal, communication, negotiation, and problem-solving skills while interacting with other departments within the City, with City Council and with the public (residents and citizens). Coordinates and collaborates with the Deputy Director of Capital Projects * Coordinates Engineering related projects with Development activities for the Division * Assists developers, contractors and citizens with information pertaining to Public Works projects, geographical and ordinance requirements * Represents Department at public meetings * Coordinates with other stakeholders such as TxDOT, UNT, TWU, DISD, etc. as needed * Maintains regular and punctual attendance

Additional Duties:

* Performs other duties as assigned

Minimum Qualifications

* Bachelor's Degree in Civil Engineering * Ten years' experience in Civil Engineering * Master's Degree in Engineering, Business Adminstration or Public Adminstration is preferred * Professional Engineer license from the State of Texas

OR

* Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Core Competencies:

* Ability to communicate effectively both verbally and in writing * Ability to form and maintain effective relationships with coworkers and customers * Familiarity with engineering design software (i.e. AutoCAD) * Working knowledge of hydrology and hydraulics software and Microsoft Office package

Conditions of Employment

* Must have a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 30 days of hire per state law) * Must pass a drug test, driver's license check, criminal history background check, and social security number verification check * Must be able to work outside of regular business hours as required
